инициирование последовательности эстафетной передачи. Новый BSC выделяет и активизирует новый канал трафика и возвращает команду эстафетной передачи в MSC, который передает ее дальше на MS через старый BSC. Для этого в MSC определяется LTG конференции эстафетной передачи, в которой старая и новая магистрали стороны BSS (для речевых соединений) "сливаются" для подготовки эстафетной передачи без прерывания связи. Затем мобильная станция переключается на новый радиоканал (новую радиосоту).
